Cops Warn Of Sex Offender On Loose
Police Say Just-Released Inmate Gave False Address, Hasn't Registered

Minneapolis police have warned the community that a known sex offender considered the most likely to offend by a state warning system is on the loose.
The man gave authorities a Missouri address after his release from prison, but authorities now say he hasn't been living there, making his whereabouts unknown, according to a broadcast report in the Twin Cities.
Elmer Richards, 41, has a history of sexually assaulting boys between the ages of 7 and 17, and the Star Tribune said he doesn't have a violent history, but does carry the "Level III" sex offender status, making him the most likely to reoffend, which prompted the community warning.
The newspaper said Richards has been convicted twice of second-degree criminal sexual conduct in Shakopee in the last 10 years, along with a prostitution-related crime in Chaska.
Police told the newspaper that Richards was spotted in Loring Park in late June two days after being released form prison.
He has been charged with failure to register as a sex offender, and police are on the hunt for him, reported WMNN-Radio.
The news that police aren't sure of Richards' location comes as parents in a California county are being warned to keep their children close to home and under watchful eyes after discovering the body of a missing 5-year-old girl in Santa Ana, Calif.
Authorities said Samantha Runnion was kidnapping while in her front yard Monday night, pulled into a car apparently kicking and screaming.
Authorities said Wednesday that the suspect is likely to commit a similar crime, prompting the warning not only to parents but also to the general public to look for a suspect thought to be driving a green Honda car and having scratches on his face or arms.
